Windsor police seize 28 dogs from garage; owner arrested on animal cruelty charges

Windsor officers discovered 28 dogs confined in a garage with little or no access to food or water. The animals were removed and taken into the care of North Bay Animal Services while the owner, Christina Urrutia, 35, was arrested on animal cruelty and related charges.

Local and national animal neglect include poor body condition — such as weight loss, emaciation, visible bones, dehydration, untreated wounds, parasites, or severely matted and filthy coats — along with lack of consistent access to food, clean water, or adequate shelter, the agencies note.

Community resources and support are likely to play a role in the animals’ recovery. Shelters and rescue organizations often rely on public help to manage sudden intakes; communities can support local groups by adopting and fostering animals, volunteering time, and donating money or supplies such as food, bedding and medical items. Promotion through social media and participation in adoption events also helps shelters find long-term homes for animals removed in cases like this one.

According to FBI National Incident-Based Reporting System data analyzed by Total.vet, there were 16,573 animal cruelty offenses reported to U.S. law enforcement in 2021, a number animal-welfare groups describe as a daily and ongoing challenge.
